Untied States: American Expansion and Territorial Deannexation
Flash! A leading Puerto Rican legal scholar has recently published a Law Review article in the University of Chicago Law Review under the title “Untied States: American Expansion and Territorial Deannexation”. This article is sure to cause shock waves among students of Puerto Rico’s political status and the issue of the decolonization, to say nothing of the political parties in Puerto Rico. It will no doubt have a long and lasting impact and serves as a precursor of the long awaited White House task force report which is due in December.

It seems to me as if the Congress of the United States in coordination with the Executive Branch are inclined to seek a divorce from Puerto Rico in the near future. It is the sad conclusion to a shameful relationship that demeans both parties.

Alex- This doesn't have to be shameful or negative. It could be the shine to a bright begining. The US and Puerto Rico could come to a decision and conclude what is best for PR and the US alike.

Very interesting review, but the problem I see with Puerto Rico ever going on its own is the lack of moving forward. The local parties lack inertia and the people fear change and believe that what they have is better then independence or statehood. I invite those who expound the thesis of Puerto Rico moving to independence or statehood to live among the locals and see for your self that the majority do not want change.

Not even in my grandchildrens lifetime, they will see PR becoming a state. Deciding to move towards an incorporated territory, has its drawbacks. First, it is a one way street. Once there, you can't back out. We should not expect a different treatment than that given to the other states. If we look at the two latests, Alaska and Hawaii, one spent 60 years and the other 90 years as an incorporated territory, before becoming a state. Local statehood politicians, avoid discussing this matter. It is the fallacy under the statehood proposition.
The US Government as a whole, has continuosly shown, that they are not willing to grant statehood, if and when we ask for it. We are blind if we do not appreciate that in order to become a state, we have to get on that one way road, for as long or longer that the last two states.
Getting on that one way road is being willing to start paying federal taxes, develop our own financial independence, and yield the self governing powers to Congress. Only when we have shown them, that we are an asset (financial independence) to them, that we are willing to change our language and culture, to be part of that melting pot, and that statehood is overwhelmingly the people's choice, will we have a fair chance of being crowned as a new state.
So far 107 years of history, does not bring us anywhere near that goal. Forced annexation efforts during the first 40 or 50 years have failed.
As an unincorporated territory, the US would rather, release us first than making us a state. As we stand, they prefer to keep things as they are, under Commonwealth. They would have us wait another 100 years. Not even my grandchildren will see it.
We stand a better chance, hoping for development of Commonwealth, towards and eventual release, than starting a trip on the one way street of incorporation.

Nothing to do with the topic- this site is to help PR decide its future status- however lots of things are going on right now on that subject and this site hasn't post anything on that valuable news- are you guys on vacation- it will nice to start receiving those wonderful emails from the past- what's up. The name of the game is political control. As you are aware the Puertorrican and hispanic population is growing fast.
Will congres grant statehood to Puerto Rico, and by doing so granting a Super Power to Puertorricans? No, pf course.
That is the reason to divide the Puertorricans and conquer.
Does anyone care about the voting rights issue? Does anyone care about the citizenship to decendents of inmigrants issue?
Wake up. Lets keep united. Let the Congress make their moved. And lets keep united. We have enough voting power, only, if keep united.
To hell with Statehood and independence. Congress created the status call ELA. And today they are afraid of it.

Mr. Perez Marrero,
Sorry to burst your belief of developing Commonwealth, but that is a dream. That desire has been pursued since Luis Muñoz Marin’s days and Congress who really has the power has in the past and will continue to do nothing about it. The problem with the Pro-ELA and those that believe that the Estado Libre Asociado can be “Improved” is just chanting a mantra that is impossible to bring to life. The U.S. Government giving up more to the Commonwealth than to any other State is something that the other members of the union will not agree to. Give up that dream and fight for independence which is better than being a territory. Use logic and not emotions when looking for options to make things better for Puerto Rico and the U.S. We are just too emotional when it comes to the status issue. We need to see what is best for both nations. We want more and do not care what others say. We Boricuas want and want, but do not want to give up anything which reminds me of an old sayaing and I quote from an old Mexican saying, “quieren mamar y dal topes a la misma vez.” This referring to a calf that suckles and butts with its head at the same time. We cannot continue to want a little independence, but not enough to be really independent. It is complete independence or statehood. I believe that independence is best because statehood is impossible for people like yourself who truly believe that culture, language, and customs would be lost if it became a state of the union and not feel that they are American citizens first. That might be debatable, but I have no time to expand on this point. I recommend that you and those that believe like you to negotiate an associated or independent nation and work toward an amicable agreement between Puerto Rico and U.S.

[PLEASE LET, WE THE TAINO PEOPLE DECIDE]Some politicians main concern today are not "public service,” nor is it based on justice nor truth. It is based solely on being re-elected and what will get them another term in office. Their actions are based on and they are so out of touch and centered in on their own personal agendas, they do not have a clue as to what their constituency wants them to do, and in fact they could care less. They will deceive, manipulate, lie, and yes, walk over the rights of the average citizen if it suits their purpose. Since a rational man's ambition is unlimited, since his pursuit and achievement of values are some lifelong processes--the higher the values, the harder the struggle--he needs a moment, an hour or some period of time in which he can experience the sense of his completed task, the sense of living in a universe where his values have been successfully achieved. It is like a moment of rest, a moment to gain fuel to move farther. Art gives him that fuel; the pleasure of contemplating the objectified reality of one's own sense of life is the pleasure of feeling what it would be like to live in oneíííís an ideal world. --Every day we are confronted with experiences which are, in the larger world view, insignificant, yet these items challenge us with indecision because they make us face philosophical paradoxes. F. Scott Fitzgerald once said that the highest form of thought was to be able to hold two conflicting ideas at the same time. I do not agree. Conflicting ideas produce inadequate understanding, indecision, inaction, thus inadequate achievements. But apparently conflicting ideas which are resolved within the thinker--now that’s something else. Ultimately, in this example, the paradox unresolved comes down to a permissive versus a restrictive society. By what guidelines does one choose the balance? What did Jimmy to God, God does to Jimmy. "Actions can boomerang,” "Never cast dirt into that fountain of which you have sometime drunk" Politicians have to follow what has considered importantly in society, or they will simply not be elected. The basic ingredient of Puerto Rico's political dilemma, is that in a complex, original situation, where no source of help is apparent. Irresponsibility and the tendency to shift responsibilities come from a natural rebellion against unnatural responsibility. Our people as that (NPP) Party's blueprint must find the correct solution for developing the statehood model for next-plebiscite. "There are two ways of spreading light: to be the candle or the mirror that reflects it." In some dynamic treatment, the process of evaluating a position consists in isolating and weighing up all the positional factors that play a part in it. Capture of the 51st Start is the ultimate goal but not the first object of the plebiscite. The art of evaluation lies in understanding the essence of a position - identifying the crucial problem (either positional or tactical) that needs solving - sensing the right direction for our investigations and detecting the desirability or otherwise of a particular operation. Then evaluate and act. Tastes are not debate: "Tastes differ.” Take a hard look at the handling of statehood if the position is hopeless; Resign if not, then play like the fate of the Borinquen depends on its outcome. Do not resign until your position is absolutely, definitely hopeless. The devil is not as scary as they paint him. Keep on fighting; never mind whether analysis can show that the situation is dismal. When you reach the top, keep climbing." I keep on fighting as long as my opponent can make a mistake. Every so often, you are opponent just self-destructs. Believe firmly that in becomes of paramount requested substantive action there are no rules without exceptions. "The medicine that cures the tailor can kill the shoemaker." If you do not resign but hang around and watch, this can be fun. "There is nothing as eloquent as a rattlesnake's tail." A defeatist spirit must inevitably lead to disaster. "Use the correct tool for the job." All persons understanding of statehood who starts with a slight disadvantage are thereby stimulated to work harder and often achieve a good result. Necessity knows no laws. Whereas an elector with a slight advantage may overestimate it, become careless, and get a bad game. Good positions do not win next-plebiscite, and good moves do. Who keeps company with the wolf will learn to howl. It is not enough to be a good American citenzen; you must also play well. One does not have to play well; it is enough to play better than your opponent is. If you think that the move is good, play it! A starving man will eat with the wolf." Who needs the approval of a city official for the water from a stream?) Excessive subjectiveness disturbs the logical development of model for next-plebiscite. Strange, is not it, but that's the conclusion I have come to after many years of top-level coaching. Time management is an important skill in statehood. "The one who tells the stories rules the world." Learn from the past USA's colonies maybe, but do not necessarily copy them! In the end, imitation leads only to stagnation and there is no satisfaction in that. This is a rudimentary opposition to taxation and control of things taken for granted in a village life. An individual has to feel that he or she gives something of them to that purpose. To the mediocre, mediocrity appears great. Light a candle for God and another one for the devil. "Who keeps company with wolves, will learn to howl." The next-plebiscite might be divides into three parts, the opening, the middle-game, and the end game. There is one thing; you must strive for to be equally efficient in the three parts. What the people believes is true. Originality and creativity are paramount for most persons, NOT results. The real goal on our ultimate civic destiny is to create an imbalance and try to build a situation in which it is favorable for you. Unwanted excuse implies/means manifest accusation" I believe most amateurs are far too conventional in their approach. I would first like to say that we the Tainos are the very first American Indian Nation to greet and meet Christopher Columbus on October 12, 1492. "Boo!" I am a ghost of the past and I say that we the Tainos are still here. In the Puerto Rico census made at the end of the 18th century by order of Carlos III of Spain, proof was given that the Taino natives were not exterminated in the first half of the 15th century, since in 1799 there was a documented contingent of some 2,302 pure natives of Taino Indian blood living in the country and who had settled in the Central Cordillera (Puerto Rico's Central Mountain Range). Yes. Our findings also indicate that the conventional wisdom that
Amerindians would be concentrated in the mountains while African blacks
would be concentrated in the coasts, is not accurate. A strong Amerindian
presence has been found in the southern coastal city of Ponce, for example,
while African black mtDNA is present in the central mountains of Puerto
Rico. Undoubtedly, African slaves must have fled from the coasts to the
mountains even though history does not record such a flight. Loiza Aldea, an
area east of San Juan populated mostly by blacks, presents an interesting
example. By a crown decree from Spain, the colonial government of Puerto
Rico was instructed to place runaway slaves from the British colonies in
what is today Loiza Aldea. This area was chosen by the Crown because it was
the weakest flank of defense of the island, and they hoped that the freed
blacks would help defend the island against British invaders. This is a
historical fact, but what history cannot explain is the great quantity of
fishermen among the blacks of Loiza Aldea. Fishing by blacks is considered
an aberration because black slaves were traditionally taught a fear of the
sea as a way to keep them enslaved. Some historians have argued that the
blacks of Loiza developed their fishing skills through direct contact with the Tainos of Puerto Rico. The presence of Amerindian mtDNA in Loiza, supports this hypothesis. In general, the project underlines the fact that biology can help reveal ethnic origins as well as population growth and migration in the development of the people. IF you chase two rabbits, both will escape. All polarities indicate a higher truth. Duality does not mean separation, but it means life: Day would lose its meaning without night. Life is the movement between polarities, and one polarity gives the other its meaning. IF a man looks sharply and attentively, he will see fortune. THE solution of every problem is another problem. THE pen is the tongue of the mind. And just as he has learned to be guided by objective criteria in making his physical tools, so he must be guided by objective criteria in forming his tools of cognition: his concepts. Traditionally in our oral tribal history our people have always honored our tribal Elders and all of our Taino tribal Chieftains as this is our way of remembering our Taino community leaders and they’re handed down a legacy. "We demand entire freedom of action and then expect the government in some miraculous way to save us from the consequences of our own acts . . . KNOWLEDGE can be enormously costly, and is often scattered in widely uneven fragments, too small to be individually usable in decision making. A self-government means self-reliance." Own independent judgment is the means by which one must choose one's actions, but it is not a moral criterion or a moral validation; only reference to a demonstrable principle can validate one's choices. Humilities, that low, sweet root, from which all heavenly virtues shoot." NO concept man form is valid unless he integrates it without contradiction into the sum of his knowledge. WE usually see only the things we are looking for - so much so that we sometimes see them where they are not. It is to find the boundlessness that millions are looking for. Everything is simpler than you think and at the same time more complexes than you imagine. THE thinker makes a great mistake when he asks after cause and effect. To find truth is like a flower releasing its fragrance to the winds, somehow fulfilling its ultimate destiny. THE real voyage of discovery consists not in seeking new landscapes, but in having new eyes. In our society people do what they want anyway, whether something is legal or not. Why not give the individual his freedom? Give the individual freedom, and he will realize his responsibility. Taking away the individual's responsibility induces irresponsible, criminal, and violent behavior. " Give me a place to stand, and I will move the Earth. Naturally, the individual rebels. The Lord once owns the happy lines, how the wit brightens! We the Taino people must pay attention of the statehood development; to prevent liquidation or interchanges occurs in any situation. The success of a strategic plan depends of every detail being correct. Objectivity consists in understanding that the only one who never makes a mistake is the one who never does anything. Reason, which governs the world, governs also the chessboard. Let us depart from science. "Judge not the dog by its hair." He who does not love the national language is worse than a smelly fish. To protect those who are not able to protect themselves is a duty, which everyone owes to society.'' Some dabble in it a while, but not long enough to discover its mysterious charms, which are carefully hidden from the casual observer. The process of perception links people to their environment and is critical to accurate understanding of the world about us."It's the thought that counts." Our Mission
Why We Do What We Do: The 3.8 million U.S. citizens who live in Puerto Rico can't vote. As residents of a "US territory," they are not permitted to vote in Presidential elections, or for Senators, or for full Representatives in the House. But Puerto Rico is not an independent [NATION], either. Puerto Rico is caught in limbo, without equal representation and without full sovereignty. This is unfair, undemocratic, and wrong. That is why CEF-US promotes decolonization for Puerto Rico.

Osvaldo, your statements are false. Puerto Rico will become a state probably in your lifetime. Last time I checked the majority of U.S. politicians support statehood. The executive branch stated in the 90's that if PR were to vote for statehood, that it should become a state in a transition period (incorporated) no more than 10 years. So much for 60 years. If you haven't noticed we have already given are self governing powers to Congress, more specifically the U.S. Constitution, under the territorial status we are under. I advise you to look up the Supremacy Clause. The difference being under statehood we will have representation in regards to changing and making those laws. The PPD has given Puerto Ricans the image that there authority is equal to that of the federal government. Please tell me where it is stated that Puerto Rico must give up the Spanish language as a prerequisite to statehood. Yet another scare tactic of the anti-statehood leaders. I have news for you, independence or any form of it will have double the impact on our culture than statehood will ever have. I would like to see the culture you guys propose when there is no food on the table. Lastly, the Commonwealth will never be enhanced more than a territory under the authority of Congress. Such a status is not legally possible under the United States. That is why the PPD, the so called autonomists, is an insignificant segment of Puerto Rican politics. Comparing the troubles of statehood to the troubles of independence is like comparing a cup of water to a lake. It is a tragedy the amount of poison the PPD has pumped into PR.
Alberto, the ELA is dead. The question is when are we going to bury it? You don't like independence or statehood, than I feel sorry because those are the only two valid solutions to the status problem. Again show me where you get your facts that the U.S. won't grant statehood to PR. Is that just more garbage out the PPD propoganda machine.
Negron, I agree with you that the ELA cannot be enhanced, because it is dead. However, how do you suppose a state that is 99% Latino would develop a culture other than Latino. Loss of culture is an argument against statehood that belongs in 1917. To be here in 2006 and think that the U.S. will force a cultural transformation on PR is a joke. Again I would like to see the culture that we have today remain the same after 30 years of independence.
For the misinformation and lies that the anti-statehood leaders have fed PR, I can't wait to see their faces when they're 51 stars on the flag. Once you can build an intelligence Statehood (Estado 51), then you can define it . . . and, no, I don't pretend that my definitions are absolute and all-inclusive of that which they seek to explain (actually precisely the opposite). Intelligence: the ability to solve problems. For example, two events might cooccur because they have a common cause, rather than because one causes the other. But when two events or changes do cooccur, and the time sequence is such that one always follows the other, people often infer that the first caused the second. Thus, inaccurate perception of correlation leads to inaccurate perception of cause and effect. A mirror flips, and statehood consciousness is a form of intelligence that uses self-modeling. They are, as I would say, "orienting generalizations," and given the necessarily relative nature of knowledge (e.g., computation, algorithms, cultural, arts etc), this is all they try to be. Yes, I think it is critical that statehood consciousness is a subset of intelligence. We the people may consider all the four possible shapes of a number’’s configuration generated from turning around one shape in steps of 90 degrees, to be one shape for the task force map analysis. T shape map choreography is the same for us whether that T stands right, turned left or right to lie horizontally, or stands on its head. If this shape can be castled by a piece in one orientation, it can be castled by the same piece in the other orientations provided that the approach of the puzzle piece to the USA/PR-Map is from the same relative direction. That sidestep many of the useless philosophical issues about (Estado 51st ) with a more accurate geographical conceptual arrangement, in the task force map. Like a group chairman who won’t expell anyone from the meeting however disruptive and incontrollable they are, the intelligent statehood system that doesn't delete extraneous (FAS.) Data will soon cease to function in the proper American way. The Task Force choices are arbitrary, but in STATEHOOD, I think it is more useful to define “statehood-consciousness” as an emergent subset of awareness, otherwise you can't create [Un Estado 51st.].. Without it being conscious, and these two functions are clearly not identical and can be achieved separately. Is a Coqui Frog intelligent? -???- yet it is conscious, yes? Take it down to fleas now. Aren't fleas conscious? -???- but are they intelligent? I bet this is a slippery slope. But awareness is a gradient that does indeed extend down to the cellular and arguably even to the atomic level. Consciousness, as I alluded to, is specific type of self-reflexive awareness, the awareness of one's own awareness. Is a COQUI FLOG then conscious? I can't help but doubt it, but it is clear that a “COQUI FROGS” can solve problems, such as how to leap from lilly pad to pad. Is a chimpanzee conscious? To a much lesser degree than a human, certainly. There is definitely a gradient here which reaches a much higher level in the human, from which this term gets its epitome. Also, defining intelligence as the deeper level allows us to explain the powerful problem-solving creativity in clearly we the Taino of Borinquen, WE-THE-PEOPLE American Collective Unconscious Evolution. Clearly intelligence has a more general base given that it is found in both systems whereas consciousness is specific to the American in this case. That's the main reason that I place “statehood-consciousness” higher up in the intelligence hierarchy or any futile (FAS. =Independence) task force options. And yes, I would say a flea is intelligent, given my already stated definition of problem solving capability. A flea solves very complex problems on a daily basis; problems that our most complex status quo’ has difficulty doing. I'm probably approaching this with no degree of strictness that you are asking of me, but (at least) I might be providing a background that lets you see how my particular bias comes about. I suppose this means that I should be able to conceive of something's being conscious and NOT intelligent. And, yes, I think that I'm okay with this. Can I conceive of something that is intelligent and not conscious? NO! Consciousness has to cohere with intelligence. Statehood cannot be. Without consciousness. Yet Statehood-consciousness CAN be . . . without intelligence. I think of a flea as less intelligent than a Coquii frog less intelligent than a dog less intelligent than a Puerto Rican, U.S. Citizen. Now a conundrum of my thinking: Do I think a human is more conscious than a dog? I cannot answer "yes" here. Is a dog more conscious than a frog? Again, I'm not sure of the answer. Is a flea more conscious than a quark? Yet again, I somehow have been conditioned to reserve judgement on the answer. Seemingly, the greater consciousness would have to be ground for the greater multiplicity of intelligence, so greatest consciousness might imply least localized intelligence, . . . but here I seem to be suggesting a different sense of "least intelligent" than the usual "stupid.” Am I uncovering a secret or subdued panprotopsychic fiber in myself? Perhaps. I might be drifting into some dangerous Atlantic & Caribe waters here. They are different degrees and forms of the same thing, call it awareness or consciousness, it doesn't really matter to me as a Puerto Rican proud American U.S. citizen. I am just seeking the optimal definitional task force arrangement for the Map Puzzles political dilemmas of the foreseeable scientific/technical Statehood future for the American people that happens to live in Borinquen, as well as trying to align that 51st Stars with the old and new statehood philosophies of the rest 50 state. A tricky problem, to be sure. Another problem I see is that if you can't define degrees or distinctions between ‘statehood-consciousness’ and ‘non-statehood-consciousness’, then what is the value of the options of this TASK-Force? And given that there is no dividing line between awareness and consciousness, it is not inaccurate to draw the TASK FORCE USA/PR MAP ROUTE LINE, much closer to the bottom, or even to erase it altogether. Again, it is a function of opinion, but having a single architecture made of 51st State of the American union that allows these differences to coexist explicitly and in awareness of the crucial differences among each others, is very valuable to us Americans’. So, maybe we the people should focus on what is ‘statehood consciousness’, and say "once we the people define 'consciousness' (awareness?), then we can build it as strong Task Force Mission.” If we the people see statehood evolution itself as intelligent, given its extremely efficient (if fantastic) problem-solving capabilities, then there is no conflict with intelligent MAP design and social cultural evolution. To me that is the judo move in the task force evolution debate, and this view of intelligence as fundamental, or immanent, to emergent anthropic consciousness, is central to the integration of the two truths behind the energy of this long-enduring task force debate. It would not appear that granting statehood final determination would violate the interest of the United States, it seems to be in the best interest of all concerned, Where intuitive illumination represents the shining bright 51st start, the final concluding act of completeness democracy creativity. What happens when you saturate the universe with intelligence, and come to the MAP boundary? What happens when you intrinsically run into the opposite barrier of the "string" Do you fall into a dynamic equilibrium, with intelligence constantly chugging away, yet constricted within the bounds of the system? And that we stay that way until the end of time? For some reason that seems ludicrous to me. The beauty of Statehood-Intelligence is to question. The desire and the force to know the future 51st star to materialize in front on us in the U.S. American Flag; But not only to know, but to experience, to live (as the poets say). Yet how can we live, how can we experience, how can we know, once we reach the boundaries of the system. How can we reconcile existence (or live) once everything is known? It's a chosen quality of our thinking style that allows us to do one over the other. And what makes the choice is a high regard for life itself, as opposed to a higher regard for lifeless Status Quo an ELA with multiple masks and Faces. How do we the people make the collective of all American intelligence BETTER? What does better fairness mean? Better compromise? Better harmony? Whose task force definitions does we American use? Again, why those? More just? More beautiful? Again, whose definitions and why? Really, a being is much more resourceful than that. Haven't you ever heard of spiritual ventriloquism? Language forces us to communicate things as structure’s reality is not governed by language. A rootless root if understood as structure build on nothing is something. Don’t mistake the map with the territory, though. Communication doesn't have to take place verbally. You can't necessarily expect all your body parts to speak fluent English, even though they might respond to your intentions. But, well, maybe they speak Body Language? .. But, jest aside, masses in the body might be more likely to communicate in feelings of various kinds. One can establish subconscious communication methods with body masses. We the people can make an agreement that one specific change in a somatic means "Yes" and another change means "No.” That bypasses the person's conscious figure-figure on the subject and can give direct contact with the piece of puzzle (masterpiece) that we the people are addressing. Yes" to one finger, and "No" to another, and have them move up automatically on the task forum Blog, depending on the answers. I would agree with. Statehood Concept is the relative world of Mappings Representation. In Task Force, there is the truth of the relative, not the relativity of truth. So, maybe "task force problem solving" means something like "maximizing individual differences, while maintaining maximal cooperation simultaneously.” This directive launched from different initial conditions evolves the particular intelligence statehood form, . . . with American system corrections all along the way - many of which are purely emergents from the infinite complexity of being part of another state of USA. A problem is an obstacle in the sense that if it doesn't get solved, the goal will not be met. The default goal for the intelligence, if not consciously explicated, is the maximization of growth potential, which can also translate into the minimization of decay. Otherwise, it is whatever the intelligence decides. "It is. A problem = a barrier. Nothing more. Nothing less." I suspect many of our goals may meet up in the large map scale, but differ enormously in their materialization. While the existence of the universe may not depend on us as observers, certainly our knowledge of it does. The universe we the people know is a product of our own mental American activity in a specifically human cognitive domain. It is this knowledge we the people mistake for the universe itself. If cognition is a map, surely there is a territory! The problem is how exactly to conceive it. Experience is the product of the map, and the territory can only be known through experience-- through the map. Every perception or conception concerning the territory is part of the map. The territory itself is unknowable, since knowing is by definition the map-making activity of a cognitive agent. "If physicalism is to be defended, the phenomenological features must themselves be given a physical account. But when we examine their subjective character it seems that such a result is impossible. The reason is that every subjective phenomenon is essentially connected with a single point of view, and it seems inevitable that an objective, physical theory will abandon that point of view.” But it cannot abandon all points of view. Being aware of what one is accomplishing is probably more desirable than not being aware of it. The important thing to realize is that a statehood historical momentum does not require an intelligent force to initiate. It can start by itself and end by itself. Language is always imprecise and misleading. If you can release yourself from the Identification-Map with previously made associations and become presently aware of all associations you are making, again without identifying with them, then you would have about the highest STATEHOOD’S State of Borinquen case I can immediately think of. Most of the useful work in resolving TASK FORCE MAP PUZZLES [¿] case is in finding and changing structures in the American collective mind. Cognition occurs when structures are discovered, new abilities appear when better structures are generated. Spacation task force works well as an internal process also. Instead of creating the corners of a box outside, one gets the idea of encompassing a box that is "inside oneself.” One can hold it and create more of a sense of Geographical space. However, it might appear like it, because the rest of the 51 Starts universe is a reflection of it, and vice versa. The viewpoint has the freedom of deciding on its own when to end the status quo for Borinquen. To expand beyond the statehood s mind one would necessarily have to calibrate to what is going on externally, in the objective political reality. By recognizing what actually appears to be there, one can then move on to discovering the structure of primary reality, and finally the meaning of it all. It would probably be safe to say that it is still you who are the cause of the meaning at all levels. It is just which kind of you “Ideology” that we are talking about that it is important to comprehend. There are probably more trickeries and more levels involved. But at least it is practical with some kind of a map. The same scenario holds true today; we need to devote our time and resources to defeating disease, poverty, starvation, totalitarianism, corrupt politics and business, ignorance, intolerance, inequality of women and waste. Other things can be taken into account -- The difficulty of the problem, the likelihood of finding a solution, the cost of finding a solution. If the number one problem seems impossible to solve perhaps, we should spend nothing on it, for now, and work on the number two problem. The beauty of statehood-science-technology is you don't have to know me, just listen to my logic. Basing your opinion of whether I am right or wrong on whether you know me or don't is precisely what has led 95% of the Puerto Rico population astray. I suggest you ignore who I am; in fact do not put so much stock in anybody's identity, and just listen to the logic. In the case of science the musicians are unimportant. Only the American music counts. I agree it is unpredictable, and I understand the insolubility of the 3+ body problems, ^ [NPP/PIP/PPD.]^and the fact that it creates a chaotic democratic system. The facts are simple, the math is simple, and buying into Taino's myopic rant is foolishness . . . So don't let your ignorance of me or the excuses *WHY* Puerto Rico for more than 54 years is *NOT* “ {to be o not to be}” a 51 states in the 21 Century yet; keep you from knowing I am right! My credentials make no difference either. 12 year Olds can (and have) published scientific papers in respected journals; their credentials have been a seventh grade education. Because journals understand REAL science, which is to say that if you present your argument in an accepted form and the proof is valid, they don't care what your credentials is, where you come from, or what your other ‘DECOLONIZATION’ beliefs is. Politicians certainly don't base their decisions on pure mathematics. You might argue that they should. Still, not doing so do not indicate a lack of "belief" in the scientific method, which is about drawing conclusions in the sense of _learning, not in the sense of deciding how money is best spent in a futile debate with the horror question if we the people of Puerto rico want to stay the same. If you ask us that question, with all the respect you deserve, I will tell you to look yourself in that mirror. I don't mind if representatives make those decisions, but I hate it when they make them based on religious beliefs, bad science, knee-jerk fear reactions, or while ignoring science they fully understand because it might damage their Democrats Party polling numbers. We must build a Borinquen society that meets its challenges and problems head-on, instead of forever reacting to the symptoms of them, working to mask them, or ignoring them together. § One of the primary functions of the federal government as outlined in the Constitution is to "control and regulate commerce" (Constitution of the United States, Section 8, Clause 3), but when corporations are allowed to influence the decisions of the decision makers with money through Borinquen campaign contributions, we now have a situation where the regulated are regulating the regulators, the "controlled" are controlling the controllers. Allowing the regulated to regulate the regulator defeats the entire purpose of our constitutional government. The corporation uses its immense size to destroy all transparency, hide all connections to the CONTRACTORS apparent company, therefore eliminating accountability, and gain more and more POWER. And through gradual corruption and manipulation, these corporate powers are able to . . . persuade lawmakers to side-step those constitutional rights, quite within the law of course, as they write the laws. Done over a long enough period, this corruption destroys all constitutional rights. "A promise made is a debt unpaid." This country will not be a good place for any of us to live in unless we make it a good place for all of us to live in."Such is the place we find ourselves in now. So many laws . . . So few rights. If an Americanism is victorious in MAKING Puerto Rico Nation in the 51st State, it will also be so in life. For in the idea of statehood and the development of the state mind we have a picture of the intellectual struggle of mankind. That having been said, I feel that it still has merit with regard to understanding statehood-intelligence. And why should we expect anything else? A superior intelligence will be competing for the same resources that we are using. That means that it will either utilize us to its own ends or eat us. This may not apply to a purely spiritual intelligence because that intelligence, by definition, functions beyond physical needs (including energy). THE PRINCIPLE (that a superior intelligence must be hostile) DOES APPLY TO Status Quo! The problem is that the people at the top have forgotten that their wealth is not solely based upon their work alone, no matter how valuable they feel they are. Increased atmospheric moisture, increased UV radiation effect, and altered Mercury patterns of heating patterns, is all playing havoc with our Borinquen weather systems. Corrupt, self-interested PPD./NPP governments have ignored calls for the development (or just implementation, since they do exist . . . ) of alternative energy sources on a national and international level, since most of them are intimately connected to the energy sector, or supported by it. Flooding and droughts are widespread, bringing about disease and pests alike. Record temperatures are being set daily in our Borinquen, USA and the sun stings a lot more than it did five years ago. Moreover, we only have a finite set of resources to work with, and we're wasting them, instead of seriously discussing how to best put them to use. We the people must recognize the hypocrisy of our "leaders" for what it is, and work to counter it with reason and truth. We the people are not led by the best and brightest, and in most cases, their views are ignored. We must understand that all of our divisions, all of our "enemies" have been engineered for us, to keep us from looking at who is truly responsible for our sorry state of affairs. We must honor the values we claim to hold dear, then ignore in the real world, and build a system that benefits the majority, instead of working in the interests of the minority alone. We must build a society that meets its challenges and problems head-on, call Statehood 51st States of the union; instead of forever reacting to the symptoms of them, working to mask them, or ignoring them together. You can't allow corrupt men to design and implement a Task Forces system full of loopholes and double-standards and expect positive results. The same scenario holds true today; we need to devote our time and resources to defeating disease, poverty, starvation, totalitarianism, corrupt politics and business, ignorance, intolerance, inequality of women and waste by making Puerto Rico the Next 51st State. There are two variables to control here: The average time horizon of the average citizen and the impact of the problem. What works on a MAP USA/PR scale, despite any effort to stop it, is self-interest. If we want a system to work, we must make it profitable to the individual in SOME WAY. We the people must come to grips with the basic, short-sighted, mostly selfish and self-interested human being. On a different point, don't forget that land and water may still be in limited supply, even colonizing other planets. We don't all get to live on a bluff overlooking a sea shore with a view of a pristine forest to the horizon out the back. We still compete for the resources in limited supply. The role of government is to perform those functions we ALL (95% of us) agree are in our collective interest; like law enforcement, trash collection, environmental disaster relief, defense against foreign aggression. "There are two extremes in the state of man; slavery and freedom. If you keep people uneducated and fearful of force, you can keep them in slavery." So no, I do not think we are close at all. I have perfectly reasonable explanations for why things are as they are, and I have described them here. They are truly self-evident. As a result, I have good expectations for what will work and what will not. As a result I can be more effective. I would not try to run separate chains for different flows. What makes an American chain stick together is the feeling, not the apparent flow of cause-effect.
§ Finally, and if this a universal truth, then we should either change the system, so that there are no conflicts of interest, or teach this starting in grade school, instead of filling kids' heads with silly talk about democracy, responsible government, and "For The People.” Environmentalism will not be embraced until it affects people directly." It is not, it is a tactic of practicality, I recognize that this is a rabbit hole conversation with no hope of convincing you and I am losing interest in convincing you. There is no point in it. Misinformed, yes, but one only has to take a critical look at the media, our Puerto Rico educational system, and the truth about our prosperity to realize this. Particularly if one gets a sense that there is some kind of communication line available to somewhere else. If the connection is already there, there is usually some kind of reason for it. There is something to learn from it, and there is a message in it somehow. History will judge us. How we confront this chapter of American history will be important for the future of this great nation.

Principles are truths, and basically undeniable. And that which you were worrying about a moment or so ago becomes a bit smaller in relative terms, something to be dealt with —— not to be denied or ignored —— but it becomes a part of the fuller picture. In other words, it takes its place within the jigsaw puzzle made not only by two pieces USA/PR but of many more pieces task forces map. From the viewpoint of the *Statehood-Conscious* self American integrity and dignity might make most sense as "serving the greatest good" or "aligning with one's higher self" or something like that. Most Puerto Ricans, US. Citizens need to learn that there are more powerful and knowledgeable parts of themselves and that these MIND-Map parts are to be trusted. At the same time it is important not to fall into the trap of regarding these higher forces as some foreign "master" that is controlling you and that you need to fear. These higher powers are indeed God, but that is because you cover with the American flag God is. This flag of ours is the symbol of all that is good about this country. America is an idea. It is an idea lived, and fought for, by people. We are America, and this is our symbol. A complete American conservatism its understanding of moral, principles & Values responsibilities are the keys to psychological freedom. Untroubled and free Humanity in our Borinquen will not be more advanced, but more evolved if we the people can live without fear. Growing beyond fear, there will be a new born 51st State of United States of America Humanity.

Delusion has settled over Borinquen. Puerto Ricans cannot tell fact from fantasy with this democratic deficit. Neither can sycophantic media nor no think economists. I admit that Borinquen is failing in this regard, but the problem is not Capitalism, the problem is corrupt local government structures are not doing its job. Capitalism ENCOURAGES making a difference. Capitalism worships the entrepreneur that can make something better, cheaper, or faster, there are dozens of magazines out there singing their praises to entrepreneurs every issue. "When you've got a voice, you've got freedom, and when you've got freedom, you've got responsibility. Negotiating with local politicians doesn't work. You've got to change attitudes.""Capitalism under control IS the solution, not the problem." That's the task force for all of us here today. It's not an easy one. In fact, many good American people in Borinquen, USA and other countries believe their voice cannot possibly be heard: that the forces of bigotry and violence are far too powerful." I move along the spectrum toward outrage when I see public decisions made that clearly violate the rules they should abide by, such as not representing their constituents, passing laws that are clearly unconstitutional, or using their office for personal gain. I agree with others when them Borinquen says the tax laws could have fewer loopholes; but in general the more money we make the higher our taxes, and therefore the more resources the government has to work ITS responsibility of caring for the unfortunate and providing that social safety net. All of this action is between the PPD and the NPP. I am addressing the issue of third party (PIP) candidates and their ability to get elected. The fighting and drama you see going on between the two major parties is basically designed to distract the public from entertaining thoughts of such things as third parties. [But I don't think we can put every such decision to a vote, there are too many of them. So the system I advocate is this: Let us vote instead for a person to study such issues on a full time basis. We will pay him. He will be chosen from among volunteers that want the job. We will listen to their views, and vote for the one whose views correspond most closely to our own. We will call him our "representative,” and his job will be to make these decisions, along with other "representatives,” through a voting system they use]. Then we do disagree. Initiation of slave-like conditions, coercion, or aggression is NEVER permissible ethically in my opinion. No one has a RIGHT to put a gun to my head and demand any kind of service or behavior or good, if I have committed no invasive acts against them. Of course, if the doctor CAUSED the injury, that is a totally different situation. Madison wrote that our system must be based upon balance and compromise, but I do not see much compromise in our present Borinquen, USA. Instead, I see business interests protected consistently, at the expense of the common good. Local Leaders use polite rhetoric to hide this, but I would argue that a system that can only be maintained by using the words of its opponents is a fraud. Actions speak louder than words. This betrays the fact that the Both Political Party government DOES know what the public interest is, and they just don't care. It also, I would argue, displays truly what the majority desires, and what they believe in. At any rate, Madison is not around to answer Puerto Rico economic questions. I've been giving this a lot of thought lately, and I think it's an important point. While I don't think it's a bad thing to look to the Founders for guidance, I think we have to start trusting our own beliefs on matters of the present, rather than being dependent on the past, for all of the writings of the past were for a world that was very different from the one that exists today. Capitalism isn't about the anomalous wealthy, it is about the welfare of the majority and it is the only mechanism I know of for allocating the workload of an unlimited number of people and keeping them reasonably happy that actually works. "Capitalism is the natural human political condition." I think better controls could be devised to make 50%TCC work with a less corrupt government and far better services to the unskilled poor. I think Capitalism is the right model for Borinquen health care, but I think much more severe controls are necessary when circumstances essentially preclude negotiation, such as ER care or drugs for life-threatening illness. *Capitalism works*. Capitalism automatically works without any need for any support by ideology or altruism. Socialism does not.

Tribes have understood trade and value assignment and profit for more than 15,000 years, since the stone age, since before nations even existed. Socialism is an idealistic concept invented by intellectuals centuries ago that did not understand human motivation or psychology and did not take it into account, and therefore mistakenly conceived of a system that is antithetical to human psychology, and for that reason it has never worked and never will work.
Also, you may find this interesting. I saw a show about Robert Hare, a researcher from the University of Vancouver, who talks about the fact that our system breeds and reward’s psychopathy, and he wrote a book called "Psychopaths in Suits.” (I can't remember his name offhand . . . )
He says that, under our corporate structure, "only the strong survive,” which makes people ultra-competitive and conniving. (Conspiracy, anyone?) He says that if leaders of business and politics were to be given the test for psychopathy, at least 60% would fail.
I just saw this article, and it is the first mainstream article I've seen that recognizes this research.

ST. JOHN'S - Corporate executives should be screened for psychopathic behavior disorders, just as teachers and police are, a leading Canadian researcher says.
"Why wouldn't we want to screen for them?" Robert Hare said yesterday after a speech to 150 members of the Canadian Police Association. "We screen . . . police, teachers. Why not people who are going to handle hundreds of billions of dollars?"
Dr. Hare, a world-renowned expert on psychopaths, made his remarks at the conclusion of a sobering presentation littered with photos of Mafia hit men and sex offenders.
He then turned his attention to a little-known subset of psychopaths: the corporate kind.
He suggested some of the recent blue-chip accounting scandals could have been prevented if all chief executives were screened for psychopathic behavior.
The problem, he said, is corporate headhunters rely on "sum"s and standard face-to-face interviews, which reveal little about a candidate's psychological profile.
"The average psychopath has no trouble moving through that process," Dr. Hare, who teaches at the University of British Columbia, said. "That's not even a hurdle."
Dr. Hare estimates that about 1% of the population -- about 300,000 people in Canada -- are clinical psychopaths.
He is working on a survey he calls a B-Scan, a rough checklist to help recruiters spot psychopathic character traits among potential employees.
It is loosely based on a 90-item checklist called a P-Scan, which Dr. Hare developed for police, prosecutors, correction’s personnel and hostage negotiators.
Through his research, he has found psychopaths share a cluster of personality traits, which are reflected in their relationships, emotions and way of life.
As well as having no hint of a conscience, psychopaths have a barren emotional life marked by few close relationships, impulsive behavior and an inflated sense of self. They are deceitful, short-tempered and display early behaviourial problems that later become anti-social.
"They also crave excitement and are irresponsible.
"They are the central stars in their universe," Dr. Hare told the crowd as photos of well-known business executives flashed on the big screen behind him.
Most of the pictures were taken from recent newspaper articles related to the collapse of energy trader Enron Corp. and telecom giant WorldCom Inc.
The deceptive accounting practices and fraudulent dealings of these and other companies in the United States and Canada have led to huge losses on the stock market, massive layoffs and a string of court cases.
"These are callous, cold-blooded individuals. They don't care that you have thoughts and feelings. They have no sense of guilt and remorse."
But the arrogant, manipulative behavior of psychopaths often makes them prime candidates for promotion within large corporations built on ruthless competition. As well, psychopaths have been known to excel as politicians and lawyers, Dr. Hare said, drawing loud laughter from the crowd.
"They have to make decisions very quickly, and they can't worry too much about the potential impact on individuals," he said.
More important, their utter lack of empathy makes them perfect for carrying out budget cuts and layoffs.
"That's when the psychopath moves in: rightsizing, downsizing, upsizing. When there's chaos, when the rules no longer apply -- enter, stage right, the psychopath. A psychopath flourishes in that atmosphere."

§ Given, what happened in Canada, perhaps this procedure could be use in our Puerto Rico, ELA Politicians should also be subjected? How about those that are leading us presently, who brag about their ability to "think the unthinkable" with the “Task Force “and the “Sales Tax?”
§ In the final analysis, there may be little distinction between "statehood" Estados 51 and "insurance-CORP." In Puerto Rico. One imagines that it would be easy to "cancel a policy" and switch to a better insurer, that the insurance premium is quite a voluntary payment, but it may be that it becomes effectively a "tax" nonetheless. Under the "Privatize Defense and “ ELA" regime, it seems that "Law" becomes replaced by "terms of contract.” "Criminal" becomes defined relatively, in terms of whose insurance claims are invoked by a particular act. If you are literally willing to "pay for the crime" (by understanding all claims you will have to settle with insurers) you are then free to commit the act. Care to go without insurance in ELA? Fine, but you are now at the mercy of everyone who would victimize you, since it (seems) to make financial sense that their personal insurers would have no clause against victimizing those without insurance (as there would be no claims to settle.) Literally, the "law" is up for sale under this regime. I happen to label myself a capitalist side, for want of a category, but in the extreme left this philosophy seems to say "let the weak and unappreciated perish,” with greater abandon than any other system. If the powerful controlled the Puerto Rico media, they could invent stories to distract us that didn't involve major public figures at all. A little serial killing here, a pedophile there, a fire or factory explosion over yonder, a bit of police corruption, a staged drug bust (using talcum powder, of course) or whatever to prevent the U.S. Citizen to know the real American task force final objectives. Such commercialism creates an environment where good journalism suffocates, especially journalism which is critical of the media itself. Because such a media will NOT discuss issues relating to itself, there can be no reform: the powers-that-be refuses to make media an issue. This creates a bottleneck for all other issues that need to be freely discussed. Issues need to flow to and from the public so well-informed decisions can be made and a democratic society can breathe. Thus the authors emphasize that making the media an ISSUE is the ONLY WAY to break open free discourse on ALL OTHER ISSUES of vital concern. The Democratic and Republican parties WILL NOT be the parties to make MEDIA AN ISSUE because they are too dependent on the media to get their candidates elected. The media reform won't come from the conservative right because " . . . conservative critics (of the media) in the end, are handcuffed by their allegiance to maintenance of corporate and commercial rule, so they are incapable of providing real explanations for, and real solutions to, the problem they describe" (which is the "liberal media" they have been yapping about since time immemorial). Thus, more than likely, media reform will have to be launched by a coalition amongst the New Party, the Green Party, the Labor Party, the Democratic Socialists of America, Americans for Democratic Action and U.S. Action. The authors' bottom line is: "Media reform is inexorably intertwined with broader democratic reform. . . . Media reform will be a fundamental building block of a broad crusade for democratic renewal in America." Get it? That is ALL IT TAKES to distract us, so the concept those upper-echelon politicians are humiliated in public and have their careers destroyed in order to provide cover for some secret agenda is ludicrous.
§ In fact, I foresee a time when Borinquen & USA is just line on a map and not the source of division between people. It won't be "my Borinquen country right or wrong" but my community sharing with every other community in the USA because everything we the people do have global consequences. If a community needs help, every other community will be ready and willing to offer it. What we the people will lose is the sense of "this is mine and you can't touch it." In a United States of America & Territory where we the people grow up sharing because that's the best use of limited resources, the concept of ownership will become quaint and will seem like the way we see the lives of people in feudal Europe half a millennium ago. Fear that even if it were possible to get to the point where these ideas (such as insurance for colonial sales tax defense) were practical, (and that's a very tall order--the state isn't likely to just hand in its corrupt institutions) in short order they would degenerate into something akin to a Mafia protection racket. But don't you see that this is exactly what we the people have now in Puerto Rico because or the brakes this local politician is put in into our task force preventing statehood final objective to materialize in the map? Mafia: "You WILL pay us 50/month for your protection, which will be provided on OUR terms, and as long as you do what we say. You are not allowed to seek protection from anyone else." ELA(NPP/PPD): "You WILL pay 40% in taxes, to be spent how we see fit, some of it for your protection, on our terms, and you must obey us. You cannot seek protection services from anyone else." Same things, different labels. Certainly, I see it. And I have come to believe that there is not a whole lot we can do about it. As I mentioned in the post before this, our Borinquen social structures look to me to be an inheritance from our pre-Homo sapiens ancestors. Nature offers very strong incentives for chimpanzees to become alpha leaders (access to more sexual partners, the pick of the best food, deference from others, etc.). If one examines political leadership among the Capitolio de San Juan and both NPP/PpD parties, the picture isn't that much different. The best we can do is work to modify those structures to approach as closely as we can to our culture's ideals of justice. We'll never get it exactly right; for one reason, agreement on principles is impossible. Even in Borinquen, where political dispute is actually quite tame compared to other countries, major portions of the island population don't agree on fundamental principles. Secondly, there's that problem of our inherited monkey brain. Indeed, is piracy, and there is some truth to that. What is the determining factor behind who gets to claim ownership of all that is naturally-occurring? I would much rather live under a New 51st States for Borinquen that at least has to APPEAR to fulfill a mandate of protecting the public interest, instead of an organization leftist bent on "profit at any cost.” Simply because the Puerto rico governments and the branches have been corrupted does not mean we, the people should abandon them together. That is what the corporations that helped to corrupt them want you to do. Both parties act to uphold the status quo, which, in a plutocracy, means protection of the interests of the wealthy (of which the majority of both parties are a part), and against any real positive change, in the name of "business as usual.” Negotiating with local politicians doesn't work. You've got to change attitudes." Objective observers would recognize the damage done by continuously placing private interests over the public interest, but these interests are also the interests of the corrupted in power, so I understand WHY it happens, as I'm sure you are. The public interest would ensure we are able to live healthy and relatively happy, free from coercion and deception. The fact that our governments or both NPP/PPD are the biggest practitioners of this speaks volumes. "When you've got a voice, you've got freedom, and when you've got freedom, you've got responsibility.
