We the people of Puerto Rico, USA must know, the United States congressional representative agenda, their views’ terminology all the rules of as relative values of the overall objective mission. Statehood is viable when it finds elements in the surrounding environment. Our ancestors drew their subject matter from the religious attitudes which weighed on their souls. We must now learn to draw inspiration from the tangible miracles around us. Since we cannot completely eliminate existential risks (at any moment we could be sent into the dustbin of cosmic history by the advancing front of a vacuum phase transition triggered in a remote galaxy a billion years ago) using total capacity in the present context has the consequence that we should choose the act that has the greatest benefits under the assumption of impending extinction. In other words, political mature capacity implies that we should all start partying as if there were no tomorrow. While that option is indisputably attractive, it seems best to acknowledge that there just might be a tomorrow, especially if we play our cards right.

Creating a broad-based consensus among the world's nation states is time-consuming, difficult, and in many instances, impossible. We must therefore recognize the possibility that cases may arise in which a powerful nation or a coalition of states needs to act unilaterally for its own and the common interest. Such unilateral action may infringe on the sovereignty of other nations and may need to be done preemptively. The necessity for international action goes beyond the desirability of cost-sharing, however. Many existential risks simply cannot be substantially reduced by actions that are internal to one or even most countries. For example, even if a majority of countries pass and enforce national laws against the creation of some specific destructive version of nanotechnology, will we really have gained safety if some less scrupulous countries decide to forge ahead regardless? And strategic bargaining could make it infeasible to bribe all the irresponsible parties into subscribing to a treaty, even if everybody would be better off if everybody subscribed. Everybody repeats after me . . . We are all a nation . . . We need more research into existential risks - detailed studies of particular aspects of specific risks as well as more general investigations of associated ethical, methodological, security and policy issues. Public awareness should also be built up so that constructive political debate about possible countermeasures becomes possible. There is more scholarly work on the life-habits of the dung fly than on existential risks. The cleft between the feel-good projects and what really has the greatest potential for good is likely to be especially great in regard to existential risk. You have a right to be here. If you compare yourself to others, you may become vain and bitter, for always there will be greater and lesser persons than yourself. You are a child of the universe, no less than the trees and stars. And whether or not it seems so to you, no doubt the universe is unfolding as it should.To succeed in politics, it is often necessary to rise above your principles. Enjoy your achievements as well as your plans. Since existential risk reduction is global publicly good, there should ideally be an institutional framework such that the cost and responsibility for providing such goods could be shared fairly by all people. Even if the costs can't be shared fairly, some system that leads to the provision of existential risk reduction in something approaching optimal amounts should be attempted.
Previous sections have argued that the combined probability of the existential risks is very substantial. Although there is still a fairly broad range of differing estimates that responsible thinkers could make, it is nonetheless arguable that because the negative utility of an existential disaster is so enormous, the objective of reducing existential risks should be a dominant consideration when acting out of concern for humankind as a whole. It may be useful to adopt the following rule of thumb for moral action; we can call it Maxipok: Maximize the probability of an okay outcome, where an "okay outcome" is any outcome that avoids existential disaster. At best, this is a rule of a thumb, a prima facie suggestion, rather than a principle of absolute validity, since there clearly are other moral objectives than preventing terminal global disaster. Its usefulness consists in helping us to get our priorities straight. Since the goal is somewhat abstract and since existential risks don't currently cause suffering in any living creature25, there is less of a feel-good dividend to be derived from efforts that seek to reduce them. This suggests an offshoot moral project, namely to reshape the popular moral perception so as to give more credit and social approbation to those who devote their time and resources to benefitting humankind via global safety compared to other philanthropies. If an outcome depends on someone else's blessing, it is not well formed at that point. Separating it in this way often facilitates its passage and completion, often within shorter time frames than were expected. These are the weak and cowardly who, when the enemy is crashing through the front door, will cower in the back room, counting on better men than themselves to make and keep them free. Well, the enemy is at our front door, and isn't it interesting those who cry loudest and most often for their rights, are usually those least willing to defend it. This flag of ours is the symbol of all that is good about this country. America is an idea. It is an idea lived, and fought for, by a people. We are America, and this is our symbol. They are consequences of the prosperity zone, not goals in themselves. This takes a bold willingness to hear things we may not want to hear, but it is the only course for improvement. This is when you begin to understand how to eat your cake and have it too. I could never imagine desecrating that symbol. Perhaps there are many people in this nation who have never been abroad, or in harms way, and seen the flag upon their return. We are imperfect in many ways, but we continue to strive toward the ideal our forefathers laid down for us more than 225 years ago. NO idea is so outlandish that it should not be consider with a searching but at the same time with a steady eye. However, brilliant and action may be. Many ideas - probably most - will have to be discarded somewhere in the process of producing authenticated knowledge. It should not be accounted great when it is not the result of great purpose. Some sweat to conquer a difficulty, only to rest content in their labors; not knowing how to bring the victory home. History will judge us. How we confront this chapter of American history will be important for the future of this great nation. This will be a war like none other we have endured. The combatants will not just be the soldiers on the battlefront, but will be fought by us the citizens. We will determine the outcome of this war by how well we remain vigilant, how patient we are with tightened security, how well we support the economy, and what is most important, in the resolve we show the enemy. Our future and the future of coming generations are in our hands. Wars are not won just on military fronts, but by the resolve of the people. There are some things worth fighting for, and this country is one of them. I personally know what it is to see the flag, and feel something deep inside that makes you feel you are a part of something much bigger than yourself. We are on the battlefield now; the war has been brought to us. If you're crying because you can't see the Sun, the tears won't let you see the stars . . . We must remain tenaciously strong in the pursuit of this enemy that threatens free people everywhere. We get a nonstop feed of gloom and doom. THE games we play reveal our essence, and we place in those games the expectation that something larger, more mysterious, more transforming might arise in our ordinary lives. This is the greatest country in the world because brave people sacrificed to make it that way. We are a collective mix of greatness and greed, hi-tech and heartland. Or we can try to review our goal. To make Puerto Rico the 51st State of the Union is a relatively new "science" but one that had received considerable attention. Initial attempts tried to concentrate on the "upper level" of our thinking abilities (mainly logic). What I think of as the history of both Nations’ is really its history relative to a particular biography, and only one history as one ordinarily thinks of it is something abstracted from an underlying matrix that contains countless alternative histories. And the assumption that this entire system is, in its own right, changing or evolving (or that it is not) is at best gratuitous: and at worst meaningless." When we examine the current status of scientific knowledge at a time when science seems more completely subordinated to the prevailing powers than ever before and, along with the new technologies, is in danger of becoming a major stake in their conflicts - the question of double legitimation, far from receding into the background, necessarily comes to the fore. For it appears in its most complete form, which of reversion, revealing that knowledge and power are simply two sides of the same question: who decides what knowledge is, and who knows what needs to be decided? In the computer age, the question of knowledge is now more than ever a question of government.

The reader will already have noticed that in analyzing this problem within the framework set forth I have favored a certain procedure: emphasizing facts of language and in particular their pragmatic aspect. To help clarify what follows it would be useful to summarize, however briefly, what is meant here by the term pragmatic. It is useful to make the following three observations about language games. The first is that their rules do not carry within themselves their own legitimation, but are the objects of a contract, explicit, or not, between players (which is not to say that the players invent the rules). The second is that if there are no rules, there is no game, that even an infinitesimal modification of one rule alters the nature of the game, that a "move" or utterance that does not satisfy the rules does not belong to the game they define. The third remark is suggested by what has just been said: every utterance should be thought of as a "move" in a game. This last observation brings us to the first principle underlying our method as a whole: to speak is to fight, in the sense of playing, and speech acts fall within the domain of a general agnostic. This does not necessarily mean that one plays in order to win. A move can be made for the sheer pleasure of its invention: what else is involved in that labor of language harassment undertaken by popular speech and by literature? Great joy is had in the endless invention of turns of phrases, of words and meanings, the process behind the evolution of language on the level of parole. But undoubtedly even this pleasure depends on a feeling of success won at the expense of an adversary - at least one adversary, and a formidable one: the accepted language, or connotation. This idea of an agnostic of language should not make us lose sight of the second principle, which stands as a complement to it and governs our analysis: that the observable social bond is composed of language "moves." An elucidation of this proposition will take us to the heart of the matter at hand. But this realism of systemic self-regulation, and this perfectly sealed circle of facts and interpretations, can be judged paranoid only if one has, or claims to have, at one's disposal a viewpoint that is in principle immune from their allure. For it is impossible to know what the state of knowledge is - in other words, the problems its development and distribution are facing today - without knowing something of the society within which it is situated. And today more than ever, knowing about that society involves first of all choosing what approach the inquiry will take, and that necessarily means choosing how society can answer. One can decide that the principal role of knowledge is as an indispensable element in the functioning of society, and act in accordance with that decision, only if one has already decided that society is a giant machine. A self does not amount to much, but no self is an island; each exists in a fabric of relations that is now more complex and mobile than ever before. It may even be said that the system can and must encourage such movement to the extent that it combats its own entropy, the novelty of an unexpected "move," with its correlative displacement of a partner or group of partners, can supply the system with that increased performativity it forever demands and consumes. A word on this last point. If the problem is described simply in terms of communication theory, two things are overlooked: first, messages have quite different forms and effects depending on whether they are, for example, denotative, prescriptive, evaluative, performatives, etc. It is clear that what is important is not simply the fact that they communicate information. Reducing them to this function is to adopt an outlook which unduly privileges the system's own 'Interests and point of view. This, I think, is the appropriate approach to contemporary institutions of knowledge. It is humility, finally, that forces me to admit that the mathematical world exists independently of the manner in which we apprehend it, that it isn’t localized in time and space. But the manner in which we apprehend it is subject to rules very similar to those of biology. The evaluation of our perception of mathematical reality causes a new sense to develop, which gives us access to a reality that is neither visual nor auditory, but something else altogether.

The essence of perception is the awakening from dormancy of a relatively small number of prior concepts -- precisely the relevant ones. I don't think so, and in this essay I will try to present some thoughts about this point of view. The best learning mechanism appears to be the one that, besides being good at generalizations (induction again!), besides extracting information from almost anything, also supports future completion/correction of past fragments. Is it the knowledge representation? Is it the inference procedures?

The quest for mechanized common sense can lead us into thinking that Statehood for Borinquen emerges from lots of accumulated knowledge. But it does not seem to be so. It seems to be exactly the opposite: the Statehood, 51st State is the one who will end up accumulating more valuable knowledge, because it will be more capable of deriving useful information from the flood of raw data that it receives through its senses. As we will see, this notion is of crucial importance to the main argument of this Task Force Forum. Proficient performers do not rely on detached deliberation in going about their task’s forces. Instead, memories of similar experiences in the past seem to trigger plans like those that worked before. Proficient performers recall whole situations from the past and apply them to the present without breaking them down into components or rules. This demands, obviously, a lot of effort. Couldn't nature find a way to accelerate or improve this pattern bridging? I suggest that one good way to do this is to use good analogies. I think creativity is a process that happens almost continuously, which means also during the "internalization" of learning, that phase where the knowledge is transformed from rules to templates and patterns.
Among several suggestions that we can try to enrich the creative process (in all levels), let's list a few:

A Generalize: Go beyond the set of problems to a more general area.

B) Specialize: Look to details of the problem that may point to a solution.

C) Miniaturize: Use the solution of a larger problem as model for the current one.

D) Change Direction: Start by the end, or by the middle.

E) Suspend judgment: "forget" momentarily one or more restrictive rules.

This, of course, does not prevent the agent to discover, by itself, more methods that can be used to "trigger" the appearance of good results. If language were on the center of our thinking, it obviously would be all we need to transfer any kind of knowledge from one person to another. Language's most problematic characteristic is its difficulty in conveying sensory experiences. This, indeed, seems obvious for a lot of people. But this is not what happens in practice. The next section groups some thoughts addressed to those who believe otherwise. At first, these bridges will be somewhat rough, but nevertheless will allow the agent to have a first "understanding" of the subject. As we've seen, known analogies are "ready to use" templates, that can be effortlessly copied to fill in existing holes, bridging previously unrelated rules and easing the learning process. Later, these bridges will be gradually transformed into solid knowledge, with the reception (from experience or other rules) of small snippets that slightly improve (or modify) the bridges.

So business is where people are investing in and politics is merely something they put up with and get involved with only when they feel like it doesn't work. Some new ways of governing can only evolve because of the extreme complexity involved. So it is with people and organizations of people. You invest time and money in them based on the expected return on your investment. Politics today gives very little in return for that investment. Business, basically, gave us the world we live in today and the world we expect to live in tomorrow. Making small changes can have huge consequences, many of which are unpredictable and unintended. Normally functioning people like well-funded social programs, at least when they work; They like the peace of mind of knowing that crime rates fall when addicts are treated rather than recycled through the justice system. They like the peace of mind of knowing that the most disabled people in the world, the mentally retarded, are treated wells and given more advantages in our society than in any other. This line of work is difficult and complicated, so a lot of intelligent people choose not to pursue it. How do we fill all our positions, then? We hire people who are "good enough for now"--people who "have their heart in the right place." We have a lot of well-intentioned people in this line of work who simply aren't up to the task, but we hire them anyway because we have no choice. I see a lot of "wells enough" programs that I'd like to see swallowed up by better programs. And so our programs are "good enough for now to fix both the problems inherent in the education system, in U.S.A. then here in our Borinquen. ?" You want to fix it you educate people. You teach people not to memorize facts and algorithms, but to be able to critically analyze situations and synthesize new ideas. You emphasize discussions between people who may not share similar backgrounds. Education can cure many problems. In the public education system in the US, especially with President Bush's No Child Left Behind Act, which is poorly underfunded and ideologically flawed, there is little or no emphasis on critical analysis among a majority of students. It assumes that everything a person needs to learn in public school can be stored in their brain, then regurgitated onto a piece of paper. This assumes that there is no need to look for connections between different ideas, and find differences in similar ideas. Only in an American society where each person can maintain meaning/solidity with respect to the whole, yet grow in the infinite ways that are being opened by the constantly accumulating knowledge and information will we ever see the infinite parabola of possibilities that exist within the human spirit. And see it without having to suffer from mistakes made from misunderstanding and/or lack of understanding. Society’s values are not capitalism’s values. This is the problem in a nutshell and in Puerto Rico. Capitalism needs to be realigning with the values of both societies because value is not necessarily something that can be measured on a balance sheet. This process of personnel pruning works best under a competitive system. Capitalism fuels competition. Agencies that want better funding need to prove their efficacy and social relevance. Those that are able to accomplish efficacy and relevance DO get better funding, attracting people who are invested enough in the field to pursue more education, sharpen their skills, and demand a higher wage. I don't like being poor, but I like living in a system (capitalist democracy) that affords me the chance to pursue this line of work. We the people pro-statehood not only wants a piece of apple pie, we want the pie, that we can put or the money resources, people, inventions to benefit both nations, social-economy and structures call “democratic deficits’ unfinish business. Perhaps this is what country and states do in a way, but it seems to me there’s some unwritten law that states don’t allow other states to freely advertise their benefits to each other. Were the structures of states and countries changed so that they would be, in essence, placed into spirited competition with each other for the best quality of life, {.¿.} We might be able to evolve the perfect American citizen-friendly 51st state. And by state I am including both the economic and political infrastructure as well as the social. We do not use deep listening to understand the suffering and the real needs of people in other nations. Make every effort to reconcile and resolve all conflicts, however small. Mindfulness is the energy of being aware and awake to the present moment. It is the continuous practice of touching life deeply in every moment of daily life. To be mindful is to be truly alive and present with those around you and with what you are doing. All violence is injustice. The fire of hatred and violence cannot be extinguished by adding more hatred and violence to the fire. The only antidote to violence is compassion. And what is compassion made of? It is made of understanding.

When there is no understanding, how can we feel compassion, how can we begin to relieve the great suffering that is there? So understanding is the very real foundation upon which we build our compassion. As a nation we need to look into this: how to create the situations for deep listening to occur so that our response to the situation may arise out of our calm and clear mind. Clarity is a great offering that we can make at this time. The "right action" is the action that results in the fires of hatred and violence being extinguished.
